Eliminate the BlueOrbit support-agent API throttling so live chats stop dropping.
Rate limits trip during peak hours; customers see delayed replies.
Add request queuing + exponential backoff; raise the provider tier if needed.

Provider tier upgrade may need client budget sign-off.
